This is a routing alias. The canonical implementation lives at Departments/Decisions/Skills/decision-memo.md. EA-Orchestrator invokes this alias when a request is decision-shaped, and the alias delegates to the canonical skill.

Procedure

  1. Validate scope.
  2. Invoke Departments/Decisions/Skills/decision-memo.md with the same inputs.
  3. Return the memo path to the caller.
